STANDARD OPERATING PROCEDURES IN THE BUSINESS WORLD MEANS THAT EVERYONE WORKING IN THE BUSINESS WILL ADHERE TO A POLICY. IT MEANS THE CONDUCT OF EVERYONE WILL BE THE SAME. NO ONE IS EXCLUDED.
SEVERAL COUNCIL OF ELDERS AGO, SOME NEWLY ELECTED MEMBERS FELT THEY COULD COME AND GO AS THEY PLEASED. THE MEMBERS FELT THAT THEY ONLY HAD TO BE PRESENT FOR THE OPEN SESSION ONCE A WEEK BECAUSE THEY INTERPRETED THE CONSTITUTION TO SAY THAT. THE CHAIRMAN OF THE COUNCIL OF ELDERS DID NOT THINK THIS SITUATION WAS ACCEPTABLE. A MEETING WAS CALLED TO DISCUSS THIS. THE COUNCIL OF ELDERS ADOPTED A SUPPOSED STANDARD OPERATING PROCEDURES. IT SUPPOSEDLY STATED THAT THEY AGREED TO WORK A MINIMUM OF SIX HOURS A DAY. THE LATEST THEY WOULD REPORT WOULD BE ABOUT NINE A.,M. AND WORK TO AROUND THREE P.M. THE EARLIEST THEY WOULD GO AND PLAY SLOTS WOULD BE FIVE P.M. THIS STANDARD OPERATING PROCEDURES MIGHT STILL BE IN EFFECT.
TODAY, WE ARE TOLD THAT A ONE HOUR MAN EXISTS. HE ALLEGEDLY SHOWS UP FOR ABOUT AN HOUR A DAY AND THEN EITHER GOES TO THE CASINO, HOME OR SOMEPLACE. WHEN ASKED ABOUT THIS ALLEGED BEHAVIOR, GOVERNMENT OFFICIALS SAID THAT AS LONG AS HE GOES TO THE OPEN SESSIONS HE IS DOING WHAT THE CONSTITUTION REQUIRES. IN FACT WE WERE TOLD, IT ONLY STATES THAT HE CAN NOT MISS MORE THAN THREE OPEN SESSIONS IN A ROW. SO IN OTHER WORDS HE COULD MISS TWO SHOW UP FOR ONE AND THEN MISS TWO AGAIN, ETC.
MEMBERS OF THE COUNCIL OF ELDERS MAKE ABOUT EIGHTY ($80,000.00) THOUSAND DOLLARS A YEAR. IF THESE ALLEGATIONS ARE TRUE, HOW IS THIS BEING ALLOWED TO HAPPEN? SHOULD THE COUNCIL OF ELDERS DO SOMETHING ABOUT THIS ALLEGED SITUATION? SHOULD THE COUNCIL OF ELDERS REPORT TO THE TRIBAL MEMBERSHIP ABOUT THIS ALLEGED SITUATION?
